Detect the malfunction of air flow sensor
output property. Judge Low side NG when the air flow voltage indicates
low value in spite of the driving condition that the air flow voltage
might be high; otherwise, judge High side NG when the air flow voltage
indicates high value in spite of the driving condition that the
air flow voltage might be low. Judge air flow sensor property NG
when the Low side or High side becomes NG.
